Need help with OpenSSH

While trying to install OpenSSH 3.6.1p2, I run into the following error:

Can't find recent OpenSSL libcrypto (see config.log for details)

According to the INSTALL doc, I need openssl 0.9.5xxx or later installed - I have openssl 0.9.6i.xx installed. All attempts to get the configure program to recognize this have failed. Any ideas that may help resolve this would be appreciated.

this is on a Suse 8.2 "Personal" Edition.
