Need help with MSMQ Error on DC

I am receiving a MSMQ error on one of my DC's(Windows Server 2003 Enterprise SP2:

I found this article that I believe relates to this dilemma.

However, this does not work with DC's for DC's do not have all the extra Computer Management abilities, nor does the registry settings pan out.

Is there a better article that suites this issue?
