need help with gaussian blur

Hoping someone can help me as I've tried every combination when using gaussian blur with burn or dodge, and I get a very pixelated look in those areas. I have had it turn out okay as long as I'm just using blur and burn together. But if I add in healing brush or clone stamp for example I have a problem. I am flattening my layers in between. If anyone could give me some suggestions I would really appreciate it.

Without visually seeing what you have, it is going to be tough to answer. Consider posting a screen shot or a sample image on a free image server (google for 'free image hosting') and then post the link here.
