Need Help with Frontpage colors system 1

Hi I want to make a banner that has the same color as the background in my table, and the color system has me stumped as I am trying to duplicate the same color in a photo editing program.

Frontpage colors are like EE,FF,CC .......and the photo editors colors are 225,224,223.

What system does Frontpage use, so maybe I can load that pallette in my photo editor?

The FrontPage values are HTML colors. The numbered values are RGB (Red Green Blue).
