Need Help with 9620 Phones

I ordered new 9620 phones. I have 4610's in production right now. I am trying to get the 9620 to pull the 46xxsettings.txt file. Currently it does not seem to be pulling the file. Any ideas? Thanks for your time on this.

The 9620 use HTTP and need DHCP scope 242 setup.
The 4610 or TFTP and use scope 176.
