Need help using agents to send mail notification to Lotus Group

I am a Notes Admin at a large company, trying to create a simple mail agent to send a mail message with a link to a new document when a new document arrives in a mail-in database. I want the new mail notification to be sent to a Lotus Group. When I set this agent up to run "After new mail has arrived" and set all the appropriate settings and then sign the database with the server id, the notification never gets sent. The server shows that the agent ran, but this is the message I get in the agent log:
