I currently have ISA 2004 installed on my main server. I have a website on another server that uses Apache to generate content. I tried using IIS to forward users to this apache site, but I am unable to. I would like to know how I can forward the website address to this apache server using ISA, if possible.

did you install IIS on the ISA server? Bad juju, but only way to do it with that method I think....
Is there a reason you are not simply altering your web publishing rule to point to the web server hosting the content? or did i misunderstand you?
