Need Help Solving an Issue with an Octel Serenade III

Recently we had to switch the DID for user access to our Octel Serenade. I Changed the DID on the option 61 to the new access DN and also on all the phones in our agency for 4 digit internal dialing.

When dialing this new access number 7 digits from any phone, I can get in just fine for maybe 5 tries, and then I will get a constant "XXXX Extension is Busy". After a Few Tries again, It Goes Through.

It Happens frequently dialing 7 digits and also 4 digits internally.

I do not believe it has anything to do with an abundance of hits to that number at one time, because we freed up over 1000 users dialing in when we converted to VoIP

I only have roughly 200 users accessing it now.

Im looking for Ideas and suggestions Because I believe I am missing something on the octel side.
