I need help - I want certain phones to be able to dial outside calls during the day from 7:30 am to 5:00 pm. The NCOS to dial out nationwide is 4. I have the SAR group programmed in LD 88 - as follows:

I programmed a FFC codes for the SAR disable, SAR enable and SAR lock functions in LD 57 as follows:
SADS #88
SAEN *88
SALK *89
SAUN #89
However, when I try to test the feature during the so called "lock period", the phone is still restrictived. None of the FFC codes work either. I tried changing the NCOS on the SAR group to 0 and on the phone to 4 and the phone was wide open and none of the FFC codes worked. I receive the appropriate dial tone after dialing the code but the phone continues to work on the NCOS of the phone - not the SARG.
Any help would be greatly appreciated.
I have checked that all the required packages are there and they are.
