Need Help

Problem: Error when trying to load SQL 7.0 server on windows 2000 server.

Error Message:

execution cannot continue because the language dependend resurce file drive:\x86\binn\resources\1033\sqlsvc.rll could not be loaded

possible solution changing in the registry the way the box handles unsigned drivers. but I am not able to find any text that would point in the registry for this item or key.
