Need Help! Merlin Legend E&M DID lines and Trunks locking up.

I have a customer with multiple Merlin Legend systems at different locations. Each Location has Tie lines between the systems, LS lines to the CLEC and also E&M DID trunks going to the CLEC. The problem that we are seeing is that the Tie Lines and DID lines go locked out when the T1 span takes any types of errors BUT the LS lines stay up and process calls. It has happened at several of the locations after we saw the T1 take errors. Has anyone seen this problem before and if so is there any solution? No T-1 span is ever error free and I am trying to find a solution to fix this customer's problems.

One thing to check is the maintanance busy, System>Maintbsy>
if they are enabled then when there is a problem they will busy out until you release them. set it for disabled and when they line drops and comes back up they will be there.

Are you running PRI over these networks? I have problems when the T1 goes down and my PBX's don't resync. Avaya says thats just the way it is, and to switch to T1 to solve the problem. If I did that, I would lose my display infomation between the two sites.
