Need help making a good looking graphic

Guys,

This may not be an illustrator question but hopefully you guys can help me out. I need to make an image with these specifcation:

120 x 60 pixels
No bigger than 18k
must be a jpeg or gif

How can I design this and make it look good. Everything I design looks way too blurry.

Sounds like you should be using photoshop and that this image for for use on the web. It will look blurry if you print it out, but should be fine for screen use.

 
Check out the 'Save for web' function in either Illustrator of Photoshop. This is a specialist function that allows
- creation of 72dpi resolution under different file formats (jpg, gif,...)
- resizing of image to exact dimension of pixels (height, width)
- selection of several quality thresholds

Photoshop is likely more relevant for your needs, versus Illustrator, but this depends on your artwork.
