Need help in getting the Startup folder to work in Terminal services

I have a user that needs a program to start when he logs in to a terminal services server. So I placed the program in his startup folder, but it seems that nothing will run from his startup folder. Then I put it in the "all users" startup folder, but it still doesn't work. Then I made him an administrator and it works. I looked through group policy and terminal services, but I couldn't find anything that disallows users to have their startup folder execute it's programs. Hmmm. Well, then I tried putting it in the registry in the 'RUN' folder, but when I changed him back to a user, it didn't work. Ugh!

So my question is, how can I allow a user to run a program at startup in Terminal Services?

Any and all help is very much appreciated.
 
Are you sure your non-admin user has rights to both the shortcut itself and the target of the shortcut?
 
How about a login script?

I am positive that he has rights to both - Tested in 'Effective Permissions'.

I could put it in his login script, but it will error when he logs into his regular machine.
