Need Help - Executing .exe program

Here is the issue, we are making a call to an .exe program and it comes up with the security screen asking if you want to open/or download the program.

I want to just bypass that screen and launch it without prompting the user - how can I do that?

We have an in-house program that is loaded on all our stores local systems, browswer based screen, user just clicks on 'Go' button.
