Need help. AIX 4.3.3

Hopefully someone can help me. Here is the scenerio.

AIX 4.3.3
As root
1. netstat -r works correctly
2. telnet to any other server works fine.
3. ftp to any other server works fine.

As normal user
1. netstat -r takes a really long time
2. telnet to any other server takes a really long time
3. ftp to any other server takes a really long time

as a normal user i can traceroute to another server that comes back 1ms, when I ping the same server it comes back fine, but when I telnet to the server it take about 1.5 minutes to come back with a login prompt. Same with netstat and ftp. I'm not sure what it going on here. Any help would be appreciated.

I have 5 other AIX server that I actually setup and they all work correctly. This is the only box that has 4.3.3 all others are 5.1, 5.2, 5.3

Look in /etc/profile and the user's own login scripts to see if they're referencing something that's not available, like a file on an nfs mount.
 
This almost sounds like a DNS timeout issue. Does a netstat -nr come back quicker as a regular user than netstat -r? This would eliminate any name resolution.

I would do a tcpdump (or iptrace) while tring as both a regular user and root and compare the difference in the network traffic. This might give you an idea of why it is behaving differently. A the least it will give you the next palce to look.
