Need FQDN in order to receive mail

I have set up a new server (Redhat 8) with sendmail to replace our old sendmail server and I want to test it before turning off the old box. I can only send mail to the new server with the FQDN IE tester2@server2.foo.com and that works fine inside and outside our network, If I address it to tester2@foo.com it bounces back as user unknown (from outside) or no transport provider (inside)

I have the new server set up in our DNS as a secondary mailserver and the same at Postini as we use that as a filtering service and have shutdown sendmail on our old server for testing the new server

I have the domain listed in the local-host-names file as well as the server and FQDN

Any ideas?
