Need form that supervisor can approve all records

I have a mainform and a subform. On each record in the mainform is the district name. Then on the subform are the employees and their associated travel. Now I need a way for the supervisor to see all records for their particular district and then approve the travel.

What is the best way to accomplish this?

I tried just doing a hyperlink to a query that displayed all of the supervisor's records that were not approved, but I cannot edit the records there.

Any ideas on how I can have one form for the respective supervisor to approve travel?

A form based on a query or a subform does seem to be the best bet. Can you post the SQL for the query you tried? Perhaps someone here can spot why you cannot edit the records.
