Need DNS expert

I'm setting up a internal root DNS server with a .HHS extension for intranet resolution. Currently, we are using an ISP provider for Internet resolution. Eventually, I will have my root dns server going to the internet and not using the ISP. Can I have my own root server and also have internet connectivity? Also, I will have other agencies running their own DNS server that will point to my root server for internal .HHS name resolution. Will there be a problem having my own root server and poiting to a root server on the internet for outside name resolution? thanks.
 
No problem, Use Bind from ISC and everything should be fine.
