Need configuration example for Cisco IP phones

I have a 2801 running CME 3.3 - All I want to do is get cisco IP phones to work. I have been through the docs over and over. I have created 5 different configurations trying to get a 7940G just to initialize. I set the tftp-server commands to point to the cnf.xml file and the OS79xx.txt file. But I don't see the phone look for them. When I plug the phone into my Avaya IP403 I can see the phone hit it's tftp server and look for the files. I have to be missing something. Where are the .bin files located? on the router? The docs reference cisco sites that no longer contain the required files.
I now have the router isolated and configed as the DHCP server, I did the IP source-address command and created cnf files. I found the files (not in flash, but in system:its) I didn't have nearly this much trouble with NEC and Avaya IP phones. If anyone has a simple, basic, configuration example for getting these phones to work, please let me know. If anymore info is required let me know. Any help will be greatly appreciated - Thank you
 
More info: I'm connecting the phone to a port on an HWIC 4ESW. I have the port configured for no shutdown, but are there other parameters I have to configure on this interface to get the IP phone to work?
