need assistance with user permissions rights etc windows 2000 server

When I create a new user in my domain, the user is created with being a member of a domain user(default).
I want this user to be able to install programs without a problem. I cant do this unless 1) he/she is a domain admin (set as primary group) or 2) I log in as the administrator and install the prog. then log in as the user and run the program,, though sometimes programs dont run properly for some reason if installed as admin but running as user. What do I have to set on my server to allow for the install of programs and running them without a hitch? Is it something in group policy? please advise.
 
Try logging in locally as admin, make the user a member of the local admin group, not domain admin group. This will give them rites to install programs. Glen A. Johnson

If you'd like the user to be able to install programs then add the domain user to the "local" machine's administrator group.
 
What kind of program is that??

If this is more than one user you are talking about (who needs to install that program), use domain policy to publish the program instead. You can force the installation when they login (assign), or let them install the program themself using "add/remove program"(publish).

However, you will have to create the package if the program doesn't come with a MSI file.

Look under the Win2K server CD for the Veritas packaging program. Under the support dir I think....
