need an invisible frame

currently i have a panel divided into two frames - i need the panel to actually have three frames where the third contais a .gif.... but the third frame should only be visible if i have a gif to display(these are stored in a binary format on SQL).
in case there image field(gif) in the database is empty then i only need to display two frames with their contents...
any ideas??
