Need all groups to be shown on report

I have a report that I grouped by department when I add the users the departments that have no users are not displayed anymore. How can I show all the departments even if they have no users yet. The only fields I am using are departments and users.

I too have had this problem with other reports. Usually what I do is create a subreport. Then the groups which don't have related info still show up. Can you explain a bit more what you mean by join to a left outer-this seems much better than what I have been doing.

Go to Database->Visual Linking Expert. Add the second table (if not there already). Add the proper link. Double-click on the link to bring up properties. At the bottom right of that window is SQL Join Type. Choose LEFT OUTER.
