Need Advice on Site Template Design without Frames and ASP.

Hello all. I have a site which I am not using frames and it is a basic page with surrounding cool images etc. The main content area is within the same page obviously because I am not using frames. I have many ASP pages that redirect etc. to another page but this needs to open in the main content area of the site. What is the best practice to handle this? Meaning do I need to build every page with the images around the content area? This will take longer load times. I cant use frames and the site design is not as easy as having a include header and footer file I believe the way it looks. Any ideas and how do others handle this? Thanks all.
