Need ActiveX Control download and initialization help

We are having a situation where when we download one of our activeX controls not all the dlls are registering. Specifically we use the Soap toolkit from Microsoft and it seems that some dlls are not downloading and some are downloading but not registering. Can anyone explain the process IE takes when an Active X control is accessed the first time? I know our cabs are downloaded in the "downloaded program files" folder and the dlls and ocxs are installed in system32 (per the install) and any registrations happen as also defined in the install but are there other things going on outside of what is specified in our install?

Also we have a situation where we have built an INNO setup install file to install the controls without downloading them via the Web but it still required that we enable the "Download signed/unsigned ActiveX Controls" security settings even though the controls exist on the machine. Does IE create a registry setting or something that tells it that something was downloaded from IE? Do we need to add something to our installer so that IE recognizes that the control has been installed?

Is there some book/article(s) out there that explain the details of ActiveX controls and IE?

I know I have asked alot of questions but it seems that much of this detail is hidden and I haven't seen any good info out there yet.
