Need a Forum Template in HTML NOT PHP

I am looking to make a forum like this one.

Are there any templates for forums on the net made only with HTML and NOT PHP. The reason for this is that its too hard to find a free site that accepts php.. there are some but they are inefficient and ridiculous. So can anyone help me.

And when I say HTML templates I mean one which I cannot get sued by the owner

HTML does not have the capability of creating something as complicated as a forum without using any other languages, or databases.

You're gonna have to use something like asp or php or u could try and find a free cgi based forum, as most free web space has a cgi bin.
