NEDC/FEDC on outbound T1

my outbound T1 is set to NEDC/FEDC ORG. I have been told that the best option is ETH. I'm going to change this option on my route but my question is, when would it be a good idea to set the disco option to the originator only? If the far end hangs up but the near end doesn't put the handset in the cradle properly then the call is not disconnected, correct? In what instance would you not want both parties to be able to disconnect the call? thank you.
 
Normaly you set the option to ETH- Eiterh pary clear down. This is especailly helpful going through different systems in case the Nortel does not recieve a normal clear down message- i.e mobiles

yes, but i am actually wondering in which instances would you NOT want to set it to ETH. Otherwise why are the any other options besides ETH? Thank you.
