NEC UCE TAPI Link OW5000 Issue

All,

We are in the process of implementing the NEC UCE TAPI Link OW5000 application. The server installation has been completed successfully (atleast thats what it seems like). Below are the stats of the server and our phone system.

The issue we have at the moment, is that the clients are not pulling down the Telephony setting from the server. We have gone through and verified the settings needed for the telephony to communicate with the phone system and all looks good. When at the client mashine, we run the command "tcmsetup /c "the servername" as a administrator to pull down the Telephony settings from the server but the settings do not apply. Below is a list of things we have down to troubleshoot the issue.

System Information
1. Phone System: NECSV8300
2. Server: 2008 R2
3. TAPI Link OW5000
4. Windows firwall has been disable on both server and client

Troubleshooting:
1.Verified settings on server to phone system
2.Rebooted clients after running the "tcmsetup /c "the servername"
3.Can ping the server from clients and clients to server
4. Accounts have been setup accourding to setup document.
