Help is required on account of CLIP from Analog lines.

I am from India and CLIP received is in form 1123456789,

A.) The total number of digits is 10 and the last 8 are required.
It is required to remove only the 11 because when we Redial it also dials 11.
I have added 11 in 20-19-08 (area code) to no avail.
B.) Also calls are received as (0091)2345678901
In this instance, the 0091 is to be removed and a prefix 0 to be added.

We do not want to change the number of the received clip we need to change only when we redial.
Any help will be appreciated.
