No audio on CCIS from site to site. IT says the vpn is wide open
I had NEC look
at my programming and it looks good

Use wireshark. It will tell you precisely where it's failing. Also, check to see if you can ping the media gateway(s). Check to see someone hasn't used an IP they weren't supposed to.
