NEC SV8100 System: When I turn on ISDN Clip = Busy Signal?!

I turned on ISDN CLIP in 20-08-13 and typed in a desired caller ID number in 21-13. After turning on the ISDN CLIP, my NEC phone gets a busy signal whenever I call a local number. When I turn the ISDN Clip feature off, I do not get a busy signal - the call goes through. Any idea why this is? Not sure if this is something that must be fixed on our end or our phone provider's end.
 
What type of PRI do you have? Nexus, Novus, or SIP PRI? The reason I ask is I have seen a SIP PRI where if the calling party number doesn't match a valid DID it fails. My point is that they may have it locked down to the billing telephone as the ONLY valid calling party number. This is a META 4, META 5 switch config, that can be modified. I would call your carrier, and tell them you have someone managing E911, and that you would like to be able to broadcast your own "calling party number". I would also ask them in an instance when a call comes into your PBX and is forwarded off site if it would be allowed for caller ID to pass through. The reason why I bring that up is there is 3 different ways calling party works. 1. Calling party number is stripped, and the CO rebroadcasts your billing telephone number or main number. 2. Calling party number broad cast is honored by the carriers switch and is sent out, but it has to be a valid DID on your account to pass to the network. 3. Any calling party number can be sent. This allows caller ID pass through.
