NEC SV8100 Problems TDM Phones with Latensy Issues 1

I have a SV8100 Phone System with approximately 30 digital stations on it. It is currently using a fractionalized Qwest T1 (One flex voip circuit) with 15 voice and data channels. They currently have 1.5 megs of bandwidth. They are experiencing echoing on lines (intermittantly) When they transfer calls to cell phone off site trunk to trunk they are dropping calls. We have verified that the cell phones are fine. Qwest is recommending additional bandwidth which equates to approximately $100 a month. I dont want to encourage the increase in cost is there is a switch or qwest problem.
