NEC SV8100 Caller ID Analogue Trunks

I've been struggling with caller ID on analogue trunks and finally got it to work but now apparently it doesn't work all of the time. Any ideas what might be causing intermittent display of CID?

I rarely work on NEC so even if someone knew what settings are needed for caller ID on analogue trunks to work would be great.
 
The first thing you need to do is test each analog trunk for the CID frequency tone. Place a BUTT set on the telco side of the trunk. Call the number and listen for the tone after the first ring back. If there is no tone then CID is not being sent from telco.
 
Well I have determined the settings are correct, and believe it's the way the phone company is sending the caller ID. Does anyone know what format or delivery method is needed for proper caller ID protection? This is for a police station and caller ID is passing through every time to the recording system (analogue) just not to the phone system.
