NEC Promail & Epro Level I 1

I am trying to get an NEC Promail & a Level I to work together. I can call into and set up the promail from an internal extension but cannot get into or transfer to the promail from an outside line. I have the promail extensions in the same COS as the rest of the phones, I have them set as "DP" in 4-05, the message waiting lights work and I can't figure out why there's no access to CO's. Is there a technician password other than the system manager password like in the AV lingo? I am at a loss. I also only have the System Admin Guide and am not sure if the Promail has an installation guide. Any help would be greatly appreciated. Thanks in advance!
 
Check these mem blocks: 1-34=hold, 1-35=pilot number 50 yes, 1-49=no, 1-64=hangup, 1-67 codes 01=81,02=82, 03=83, 04=84, 05=85, 06=86, 07=87, 08=88, 10=641, 11=642, in mem block 1-68=1sec, 1-69=100/700ms, 4-01=yes for vm ports, 4-05=DP, 4-06=50+51, 4-07=yes. Then make lines ring in 4-15, 4-16.
