Nec phones suddenly cannot dial out or recive incoming calls

Hi All,

I have an issue on a NEC 2000, where 4 digital (ext 142, 139, 146, 116) phones cannot make any outgoing or receive incoming calls anymore.
When I press 9 to get the dial tone, I see restrict appear on the screens.
They can receive and make internal calls and the they have there own direct private lines
It seems the service restriction is correct, as I saw it is 15 and other extension that have 15 are working.
Does anybody no the command to remove the restrict so the phones can receive and make calls
I have attached the office data in case it is needed

CMD 1201 is Toll restriction calss. It should be 11 for day/night restriction class 1 which is usually not restricted.
