Please explain your problem a little more clearly.
What tone? Intercom? CO dial tone? What can the Dterm do/not do?

All system tones are generated by the CPU. If there are some tones missing or garbled, I suggest you first measure your power supply voltages 5VDC, 27VDC in both PIMS, then try a system reset. If system tones remain corrupt, then your CPU may be faulty.
Is that tone the same using the handset? All multilines? All CO lines?
It sounded like an over modulated tone. Has you Telco provider changed anything lately?
Are you receiving proper loop current and voltage from your provider? -48V, 26-50 mA

all dial tones, digital and analog phone are very noisy which makes it hard to use, but when you dial extensions and outside call, the line calms down and gives a clear voice.

If you are unable to perform the suggestions I previously wrote, then contact an NEC certified dealer and have a tech troubleshoot it.

Has this just started or is it a new set up, just wondering if it is set to the wrong country?
