I have a NEC IPK with a PRI T1 connected. The T1 works but when I dial 9 it does not provide dial tone from the CO, but the call will go out.

I believe that was the way it was designed with early software. Perform a FNC + 3 from any display phone in the idle condition to find the software level and post it. I may be able to research it and verify.
