NEC IPK External call forwarding 1

I have been running into a problem trying to call forward a phone to an external number. I believe the feature code is either 60 or 63 and the instructions state to put in the line access code (which in my case is 9) then the external number. However, when trying this I am only getting a 3 digit allowed entry. When I dial 9 in the first field, I get an error. I did enable trunk to trunk access, but am I missing something else?

Allow CF off premise in 1-8-08, 5-4 (page 5 button 4)
Feature + 60 is correct.
