NEC GNAV Keeps Sending Agents to Work Mode

I have a situation that won't go away. My users are complaining that right after they take a call from the ACD (GNAV), the work led lights on the phone and it shows them in the work mode on GNAV Client within a few seconds. They tell me that this is unusual behavior. Anyone have an idea why this may be happening.

Salient Points:

1. It is happening to multiple users.
2. I rebooted the server already.
