NEC Elite IPK II question on SIE programming

It seems like I had this issue 2.5 years ago when I took over maintenance at this job, but can't find my previous post.
I just set up a group of 4 phones for a very small call center at a car dealership. I cannot remember how I can use the SIE as virtual as opposed to having to actually install a phone on the SIE port.
I just want the 4 phones to have their own extensions, vmail, etc. but I just need the new SIE port I set up (X791/port 08) to ring all four phones when calls are transferred to the call center. I set up everything and it all worked EXCEPT, X791 could not be dialed internally or from the outside. UNLESS I cross-connect a phone to port 08. SIE 08 rings on all sets on LO1 in MB 4-12. I don't want any of the phones to be X791. I know there was some way to do this. I have actually done it a few times but for the life of me I cannot find the one missing piece to make it work. Do I have to waste a physical port for the SIE group? To clarify, all is working fine, but only if I plug a phone into port 08, it's in the comm room right now until I get some advice.
I sure hope this makes sense!

Also, can I change the timer for the delay ring, the one that you set in MB 4-37 and 4-38?? If so, that is system wide, I would assume. I really need to bump the number of rings higher. I know this is a different timer than the CFB/NA timer.

The IPK-II has some built in virtual extensions which can be used for this type of application. I would create/assign a virtual and place it on those extensions that need it. You can do an unscreened transfer from the VM to that extension. Assign it to ring and all of those extensions with that virtual appearance can answer the call. As for not being able to call x7XX you need to check the number plan assignment. As 7 is used at default for feature access. You may need to reassign some numbers to use 7XX as extensions.
The delay ring timer is in 22-01, 4-37/38 is programming on the IPK not the IPK-II system. Same for 4-12.
 
Ok, it's an IPK II. They do not use voicemail at all except for transferred calls. Meaning there is no AA and X791 (SIE 08) will have no VM.
My next question is how do I create/assign a virtual? That's what I wanted to do, but how do I do it? I will check the timer, thanks!
You did not mention anything about the issue of only being able to dial the number when a phone is plugged in. This is system wide and the way it has always been, that's how i can tell if an extension is in use or not. Phone plugged in---it rings. No Phone---ERROR.
 
Virtual extensions are built in MB 11-04. Place on a button in 15-07 and ring in 15-09.
