NEC Elite 48 will not call out

I have been ask to look at this system and I will admit I have very little background with the NEC systems. Here is the story
The system has only one CO line and it is a very small office with a few stations. The system will receive calls and has dial tone but will not call out. I have measured the voltages and amperage on the CO line 50 volts 28 mA. With my buttset connected I can capture the outgoing numbers dialed so I know its dialing and when the buttset is connected the system will dial out! but remove the buttest and it will dial out only about 1 out of 50 times.
I am suspect of the CO line being too low in the mA and expected it to be about 40mA. I have changed the programming to increase the DTMF dial times as the manual suggested but that has had no effect.
Any suggestions on where to look next? The customer says the local phone company made changes to the line because their internet was too slow but I have not found any T1 circuits on site and the system does not have a DSL filter anywhere in the Telco room.
 
First, the loop current is on the low side. NEC requires 26 to 50 ma. However you mention that there is no DSL filter. If they are providing trunking from a DSL, then you need a filter on the analog portion. Otherwise you will get noise and distortion.
 
Thank you for the reply. I too thought the loop current was too low. The phone company came out and said it was OK and then he measured the wall jacks and said the voltage had dropped to 30 volts and 128 mA. I tried to explain to the owner that was comparing two different systems (CO and PBX) but I am not sure I got anywhere with them. The customer does not know if its a DSL, ISDN, or what so I have more checking to do. I thought of the DSL filter and will take one to the site to check it out.
