NEC Electra Elite IPK Single Line burst dial tone reset

NEC Electra Elite IPK. I have a single-line card used for a Fax machine. The problem now is that when accessing the line (off-hook) the dial Dial (ICM) emits a burst of interrupted tone (similar to busy). then after dialing (9) give you the external line with a steady dial tone. The Fax machine detects the first dial tone as busy. I wish I could reset the ICM tone to a continuous tone, can someone please help how to reset the ICM Single Line Dial Tone?

In 1-8-15 make sure table 00 is A-Tone A

sounds like it could be Message Waiting (broken dial tone). if you can find the code to cancel msg waiting, might fix your problem
