NEC Electra Elite IPK dial out problem

When someone is using line one no one can dial out on any other lines on their phones. This started when my customer changed providers from AT&T to Comcast cable. They also started loosing audio going outbound when on calls. I'm not really familiar with NEC systems so I'm at a loss.
 
Sounds like a carrier issue. When they switched did they provide like for like? Did they only provision one trunk?
 
Comcast has told the customer that everything is exactly the same but maybe I should talk to Comcast. It seemed like a PBX problem because the lines all work when checking them at the blocks.
 
The hunting is provided by Comcast. If it was inadvertinly removed then you would get only one call at a time and individually they would still provide dial tone.

Wrong direction. I'm reading this as an outgoing problem, not incoming.

What are the new line voltages like? It would be unusual for there to suddenly be a fault that coincides with another change.
 
Always with TW, Charter and Comcast I have to put filters on the lines. Try putting a DSL filter on line 1 and test. I have found that analog handoff from cable is very noisy in the high end and some PBXs go crazy. You'll notice that when Verizon installs FiOS that they use line filters.
 
My bad, Ozzie, I read this as an incoming issue. The DSL filters may help out. It seems to me that you would see issues with incoming as well if you needed the filters. You might also verify loop vs. ground start to be sure they are matched to Comcast's settings. I have seen a mismatch work on incoming but not outgoing.
 
The other lines can't be used to dial out at other stations only when someone has already started using line one to dial out. (just for clarification).
I'm going in there today and I'll try a filter as well as check line voltages and compare the new service with the old. I asked the customer if service was identical and took it for granted that she knew what I was talking about but changes could have been made inadvertently. I'll let you guy's know what I find when I get back.

 
I put DSL filters on the lines and it fixed the problem of being able to pick up a line when someone is using line 1 but I'm still having an intermittent problem with incoming call volume dropping off after about a second. If I can get that fixed I'll be golden. Thanks pmcook
