NEC Aspire Wiring issue

Hi

I am working on an Aspire system release 5 software, the issues all seem to be wiring related. Any help is appreciated. The lines are all pots lines being handed off on a 66 block. It looks like from the 66 block they are punched tpo another 66 block of the old telco provider ( they switched service) from there they are pinched onto 110 block for the Aspire line/truck card.

They always hear static on lines.

Next: When you add an extension or plug an extension in an open jack, 3 or 4 other extensions go out, reboot the system and they come back up. Extensions that go out are always random never the sam extensions and don't seem be related to the same staction card.

When ever I tone out, polarity is always red, I have gotten a green polarity signal once and that eventually tirned to red.

Two story building, I found all extensions downstairs terminate it a 66 block in the ceiling then to 110 block to another 110 block for extension card.

The second floor of the building is set up the same way.

The displays on some of the extensions are hard to read because they are not bright.
