NEC 8100, Forced Account Code

Does anyone know how to set up forced account codes on the NEC 8100? I had a look at the feature programming manual and it seems all correctly programmed but for some reason one can still make calls by dialing a 9. I want all toll calls to require an account code before it allows the call to be made. I had this working but then ISDN BRI lines got added to the system and now it no longer works, meaning you can just dial 9 and get an outside call.

Any cheatsheets would also be appreciated.

I've never had to do it myself but here are some commands you might check:

14-01-11 Enable per Trunk

20-06-01 Class of service for extensions

20-13-20 Operator alert

35-05-01 Account code mode per CoS

35-05-02 Forced account code toll call setup

35-05-03 Account code incoming (yes/no)

35-05-04 Hide account code

35-06-01 Verified account code table 1~2000 bins

40-10-01 VRS fixed message

21-01-14 Inter-digit timer

15-07-01 Account code key (50)
