NEC 2400 IPX Music on hold quality over PRI line.

I have an NEC 2400 IPX with a PRI provided by an AT&T IP Flex connection.

Voice quality over the PRI is great, but when we put any calls on the PRI on hold, the music on hold quality is terrible full of static and drop outs. This is incoming or outgoing calls.

The music on hold quality is great on internal calls and on calls over other external connections, just the PRI is bad.

I have called AT&T and they tell me they are not dropping any packets.

I have played with the PAD settings on the route and the card and they definitely make it louder or quieter but do not handle the problem with the music.

I have tried replacing the PRI card.

So far nothing. Any ideas? Are there settings in the AT&T IP Flex world that could cause this?

Additional note: Originally this was a copper PRI line from AT&T that was upgraded to an IP Flex PRI line. No settings were changed as part of the upgrade. AT&T just matched their settings when putting in the Flex line and it seemed to all work. That was probably when this problem started.
 
If you are redundant, switch over the TDM and see what you get (CMOD). If not, change switch setting to internal MOH and see what you get. (SW card)
