NEC 2000 - Voicemail 2

I am new to the NEC system and have the 3.21.00 version with 8 voicemail ports.

Here's my issue. If all the extensions in the call group are busy, the call is automatically routed to voicemail. However, I would like the caller to hold for the next available representative in the group. My vendor states this functionality isn't possible with this system.

Is that accurate or is my vendor just not familiar with how to program it?
 
You would need an ACD application - Call CenterWorx (NEC product), BBX (3rd party) or Que Master (New NEC product). Your vendor is partially correct. The 2000 does not have ACD built in. It is an additional platform that integrates to your system.

This is available with the basic UCD function. The call will queue for the next available agent. If you have a NEAX 2000 IVS2 or IPS there are built in announcements that can be recorded to be played to those waiting in queue. If you have a NEAX 2000 IVS these announcements can be added with a 2DATA card. Calls can then overflow, if not answered, to another station or Voice Mail (CM 5117).
Adding the external applications as mentioned above gives even more flexibility and options but are not necessary for just basic queuing for the next available agent.

 
If you are talking about the DS2000, there isn't true UCD functionality. With the ds2000 you are very limited with the ucd feature.
