NEC 2000 IPS - Calls to one extension not diverting to operator after ringing out

Normally on our phone system when an external call comes in if it is not picked up in five rings and there are no forwards set on the phone the call goes to the operator pool. This works fine for all our extensions except one.

On this extension calls from external lines will ring forever. Forwards on this extension only work for internal calls, e.g. setting the Forward No Answer on the phone means internal calls will be forwarded correctly but external calls will not.

I have gone through everything I can find in the Feature Programming and Command manuals and compared the extension with other working ones in MatWorx but I have had no luck figuring out what is different with this particular extension. I even looked to see if it was Split Call Forwarding but I am pretty sure I have ruled that out.

Are all of the phones in a hunt or UCD group? Check CMD's 183 and 173 (display only) or use MATWorX to list it out. This might be a hunt or UCD overflow for only those phones in the group.
 
Sorry for the extremely late response to this, other work came up and I wasn't able to look into this issue.

Basically OzzieGeorge's suggestion I check out that thread proved fruitful. Resetting the line has resolved the problem.
