NEC 2000: Digit Added Across CCIS

We have 2 2000s with a CCIS link and also a 2400 linked. It appears that one of the 2000s is the hub. When we dial across the 2000 to 2000 link a digit is added. We are at 4 digit dialing and a fifth digit is added. We went to 5 digit dialing and a sixth digit was added. We attempted trunk commands to delete the digit but, it did not work.
Any ideas what may generate that digit?
 
I would think looking at 3517 on both 2000's would be a good place to start.

I would also look at 8a5xxx:100 in LCR

Post back if you need help in the LCR section. Very tricky.
