I need to set-up a station for local calls only, I found a class of service that restricts 1+ calls but still allows all 0+ calls, including overseas.

There is no true default restriction class. It has to built customized and built in the program. This is best left for a knowledgable NEC tech.

The simple answer is Cmd 1201 applies the restriction level, so find an extension that has the restriction you want to apply to this phone and set it to the same!
