NDT on certain ports after addition of DS 1-8 card

The is an R7 system. Was running with two combo cards and a DS1-8. Site added more users so we popped in another DS1-8 card. When the system came back up we have phones on cards 2 (2nd combo) and 4 (the new DS1-8) that have no dial tone when going off hook. Strangely enough, when dialing out I'm able to complete the call but it sounds like dead air. System status is showing the line as seized and the call being made. Switching out with a working phone resulted in the same behavior on the port. Currently upgrading system from 7.0(23) to 7.0(36). Any suggestions?
 
YEs, put the two DS8 card on the left side in the IPO and the combocards on the right side.
You do need to reptorgram your extension!!!
